The resolving equations for determining stress-strain state of multi-layer plastic pipes with internal pressure with the creep of the material. The problem is solved by the finite element method in two-dimensional case. There is a considerable redistribution of stresses between polymer layers and a reinforcing layer.

Abstract
In today's society there are two extremes, two poles that never meet: the super-rich oligarchic minority and impoverished community of homeless vagrants, called as people of no fixed abode (homeless). These are two mutually exclusive community, culturally and psychologically minded antagonistic toward each other. For the homeless social elevator that goes down rapidly, and no prospects; for the oligarch the elevator rapidly ascended upward. But who is freer of them (a bum or a tycoon) is a rhetorical question, because we know the historical examples, when the beggar found himself free and in bondage remained a rich man. An excellent illustration of an exception to this rule is Seneca the richest man in the era of the Roman Empire of Nero and a beggar-philosopher Epictetus, a servant. They were united by the philosophy of Stoicism. But what philosophy can combine modern Russian oligarch and the homeless? The answer to this question is unknown, if we do not take into account the new philosophy of Stoicism.

Abstract
The composition of the electoral management bodies has been studied by domestic scholars within the administrative law context. Less attention has been paid to the political consequences of models of electoral authorities' composition. The article examines the political significance of the different approaches to the formation of electoral management bodies. For the first time we investigate the problem of the diversity of models of participation of the various authorities and branches of power in the appointment of members of the electoral management bodies. We suggest a typology of models of the appointment of members of electoral authorities. We characterize the forms of participation of political parties' representatives in election commissions. Author rightly points the question of the status of members of the electoral authorities. his paper challenges conclusions about the political importance of the various models of formation of electoral bodies.

Abstract
In the present article the author updates the analysis of the geopolitical situation around the Arctic. The fight for the Arctic turns into a main geopolitical intrigue of the XXI century. The author describes the way sectoral differentiation of the rights to the waters of the North Sea and conventional manner. Abstract
The article considers the content and life cycle of a tourist destination, a comparative analysis of the theory of the field of marketing and theory of archetypes as the basis for the elaboration of the marketing strategic plan for the development of a tourist destination. The archetypes of the territories of the North Caucasus were identified on the basis of the theory of archetypes. The gaps were shown in the marketing plans of the areas.

Abstract
A study of biochemical profile and urine composition in experimental animals in 14-day drug "Tienam" in a dose of650 mg/kg showed increased activity of alanine aminotransferase at 30 %, while the aspartate aminotransferase activity both in females and males was at the level of the control values. The activity of alkaline phosphatase increased in comparison with control females and males (less pronounced) at 141 % and 15 % respectively with the introduction of Tienam at a dose of650 mg/kg. After 14-day administration of Tienam in doses 130,0 mg/kg and 650 mg/kg experimental groups of animals - females marked decrease in the activity of this indicator was 41 % and 64 %, respectively. In groups of males lactate dehydrogenase activity was also significantly decreased compared to control at 44 % with the introduction of Tienam at a dose of 650 mg/kg. a study of the status of these indicators in 14 days after discontinuation of the drug did not reveal shifts that have deviations from physiological norms.

Abstract
In the article results of experimental researches of influence of carnatine in the peripheral blood. Cherniatyn (acetyl-L-carnitine) - metabolic drugs, protecting brain tissue from ischemia; slows the aging process. As a result of the study showed that the peripheral blood picture remains unchanged after long-term use, and after its cancellation (after 14 days) after oral administration and at a dose of300 mg/kg and at a dose of3000 mg/kg.
