Abstract
In the present review of the monograph explores issues of social policy prerevolutionary Stavropol. The author studied the genesis and dynamics of the appearance of the Stavropol region of objects and areas for the implementation of public charity and charitable practices. The influence of modernization processes in Russia in the Stavropol state social policy at the end of XIX - beginning of XX centuries.
